I think you're referring to The Rolling Stones song. If so, Mick Jagger wrote the lyrics. The line about Mr. Jimi is supposedly about Jimi Hendrix. Jagger hooked up with Hendrix girlfriend Devon, and Hendrix wasn't too happy about it. Jagger's response was the song, "you can't always get what you want".
Hendrix in turn wrote the song 'Dolly Dagger'.
