Do they mean outgoing, funny, happy go lucky, smart, nice,or what? Can an introvert be considered as having a nice personality?

The meaning of "good personality" is really subject to an individual's interpretation. I think what it really represents is the "goodness of fit" between the individual and the person that they are talking about.

For people who find "outgoing, funny, happy go lucky, smart, nice" and so forth an attractive feature, they'll consider it to be features of a good personality. However, people can be outgoing to the point of obnoxiousness, funny to the point of annoyance, happy go lucky to the point where they aren't serious about anything, so smart that they're arrogant, and so nice that they're pushovers. Is that still a "good personality"?

I think that anyone (introverts/extroverts, optimistic/pessimistic, etc.) can be considered as having a good personality.

If they are describing your blind date it means not very attractive on the outside(just kidding) Most everyone would agree on the good personality traits like easy going, honest, kind, caring. The qualities like funny, outgoing, smart or introverted are just a matter of opinion and personal preference of what personality is good for you.

Someone with a good personality is easy to talk to, have a good sense of humor, open and honest, sincere and a also a good listener. I think a good personality can be an introvert or an extrovert. As long as other people feel comfortable around you and enjoy your company.

If describing a blind date usually, overweight, out of style clothing, dirty hair and smelly feet. Basically someone you wouldn't sleep with because there isn't enough booze in Ted Kennedy's liquor cabinet. Someone like me.
