You need to prove that you are the person applying for the postal id.
Get your application form from the nearest Post office. Check if the requirements have been changed or what. Bring your certified true copy of your birth certificate, school ID (if studying) and a 2x2 colored picture on a white background. You need an affidavit from a person that knows you or can identify you personally. Also if you know a worker from the post office like your local postman, who delivers your mail regularly in your house and recognizes you, your affidavit can be waived. Just let him sign a portion of the application form.

As far as I can remember... I think you need a Barangay Clearance to prove it that you're really a permanent resident on that place then 2X2 pictures, Community Tax certificate or "cedula".
& an application form for Postal ID. You can get that on your local post office.

it is important that you reside in that place where you apply for a postal id. ( And why should you apply a postal id far away from where you are.) you only need two valid ids.
