Yes, unfortunately on Vista your history is stored in many different areas. You did the right thing by deleting your cookies. But that is just a small area where you internet history is stored. Your autocomplete and Windows cache still needs to be flushed. So depending kind of info you want to delete you may need to perform different deletion steps. Here a link to show you how to take care of all that.

But all the deleted information can be restored using Windows software or file recovery software. So if you really want the info gone, you need to download a third party evidence erasing software. It will encrypt and delete all your info. The site also has a review of this kind of software.

It is somehow possible to find out what websites and activity you do on computers, even if you delete it, because police can somehow find out from the remains of whatever is deleted.
There are products which you can load onto the computer which shreds that information so you can reuse those parts and the residue cannot be found after. One of these is McAfee Quick Clean.

However I doubt your brother, or most people would know how that is done, as most police officers do not know.

He could check but he would have to go to excessive levels to do it.

One way would be to get the software that allows you to read what has been deleted from the hard-drive.

Apply to the ISP who provide your Internet service for a listing of your computer's Internet activity. This is how the Police get evidence of illegal downloading such as mp3 peer to peer activity and other unsavoury downloads.

make sure ContentIE5 is deleted that history is deleted and everything that you could find in Document and Settings I also recommend Track Eraser Pro (Deluxe) and SpeedUpMyPC (the last one is the best, you can find it on torrent sites no viruses and the serial works.

Your brother shouldn't have access to your Admin account, in theory.

To be safer, change his account to Limited.
