They must've run in the 80s... One was a cartoon about koala bears that ate bamboo, and the other one was about gnomes... Not sure what channel they were on.. Can anyone help?

The Koala bear one was called the Noozles.
The other was called The World of David the Gnome.

David the Gnome, played by Tom Bosley, was on PBS. Don't know about the Koala cartoon.

Yeah, the Gnomes! One of them rode a fox and an eagle or something, and he was a doctor too. It came on Nickelodeon
