Clinton fired the 93 AGs when he came first into office, and all of the appointed AGs had to be vetted by the Congress.

In Bush's case, they were fired for not following through on politically motivated investigations against Democrats ie not toeing the political line, caving into pressure, or pursuing frivolous claims against GOP opponents, and replaced them with political allies.

Basically, he fired his own people.

Furthermore, they were fired specifically to be replaced WITHOUT congressional oversight per a 2006 addition to the PATRIOT Act.

And Gonzales lied at least twice:

That he was not actively involved.

That it was performance base. Their performance was deemed unsatisfactory.
To Bush, this means their decision did not reflect his political taste.

It is rare for it to happen in-between executive reorganizations, except in individual cases and generally for "cause."

A newly inaugurated President typically replaces the US Attorneys appointed by the previous President, just as he replaces the Attorney General and the other cabinet members.

What's different with these 8 is that they were allegedly fired because they either would not prosecute certain Democrats because of insufficient evidence or they would not drop the investigation or prosecution of certain Republicans where there was evidence of crimes. In other words, it appears that these 8 attorneys were fired for doing their jobs - prosecuting federal crimes - and that the Attorney General, and his assistants tried to interfere with the administration of justice.
