It's hard with the lack of info. How long has it been since you had it reformatted? If you have been online, have you had antivirus/antispyware protecting you? How many icons are near the clock? Can you copy the files in safe mode? It sounds like your computer is overloaded, which is strange because it was reformatted, but if you have loaded a lot of programs and have not protected yourself, Windows core files can be ruined very quickly by spyware and trojans and the programs can bog down the system. Try clicking the start button, click run, type "msconfig", enter, click "start up", click disable all, click apply, click ok, and click restart. That should free up your resources. Now once you have booted up, now press ctrl+alt+del or right click on the taskbar and select task manager. It should load.

I don't know much about computers, but you might need to reformat it and reinstall windows again, or there are a number of registry cleaners which are completely free on the internet that you can try. Once you've done one or both of these I'd suggest you (if you don't have it already) buy an Internet Security Suite, like CA Internet Security Suite. On E-bay, you can get a copy for as little as $30, including postage.

I'd say that your that it's your hard drive that's causing the problem. I you have to replace it with a new one. But before buying a new one, try to unplug and replug the the flat cable and the power cable of your hard drive inside your tower. turn it back on then tap on DEL key. Once inside the CMOS Setup, lit the 3 LEDs on your keyboard by pressing the Num Lock key, Caps Lock Key and Scroll Lock then highlight Default Configuration and press ENTER and Y for YES. Save and Exit, your computer will automatically restart. Hope that works.

If you paid someone to re-install Windoze, you got cheated. If a friend did it for you, they screwed up.
Do a "Clean Install", including re-formatting the hard drive, and all will be well.
For more info on "Clean Install":
