That may not be the case.
There are "combo" drives, meaning they can durn CD's as well as READ DVDs. So users does not have to buy seperate drives to read DVD's.
However, DVD burners could read and burn both CD's and DVD's.
If you have Nero Burning software installed, it can detect what type of medium (CD or DVD) a drive could burn onto.

With a DVD/CD-rw you can read and write/burn normal CD's but can only read DVD's.

It sounds like it might. Normally the "rw" means both read and write capability. It might mean just for cd's though. Your menu for the drive should be able to tell you what it can do.

no just cd-rw. cd -rw are cd that can be burned again and again.
