It is possible. UAE immigration has a list of some 90 professions such as doctors, engineers, technicians and executives that are allowed to obtain a visa-on-arrival at any UAE airport. The cost is about US$33 per person.
However, the facility is not extended to laborers or those whose residence/ work visa for a GCC state such as Saudi Arabia, mentions the profession as labor or laborer.
In such a case, you have 4 options available. You can approach either of the 3 UAE based airlines- Emirates, Etihad or Air Arabia and they will arrange a visa for you prior to arrival, provided you buy a holiday package, which includes hotel stay, from them.
The second option is to contact an in-bound tour operator or hotel in the UAE, in the emirate where you'll enter the country such as Dubai, Sharjah or Abu Dhabi, to obtain a visa for you. They do so for a fee, regardless of whether you'll stay with that hotel or not.
Third option is to ask some friend or relative to procure your visa from the UAE immigration.
In all these above options, you'll need a photocopy of your visa approval to be faxed to you, to show while checking in. Or else, you may be denied boarding by the airline.
The fourth option is a bit time intensive: You'll need to approach the UAE embassy or consulate nearest to you and complete the required documentation, including submission of the visa request forms. Such a visa can sometimes take up to a week to be approved, depending upon various factors.
Transit visas valid for a 72 hour stay in UAE are available in some cases but you'll need to check these out for your nationality and job status, with the airline you intend to travel.

the desig is a problem at all airports & the road border if you are applying on arrival - don't try it.
if you are staying in a hotel, reservation in advance will activate their service of doing the visa for a fee - you can collect the visa at the airport.
if you are staying with a friend who can agree to be your sponsor, apply for the visa at the uae embassy in ksa - get the friend's details, put them on the application form and on the morning of your application tell him to fax a letter to the embassy agreeing to be the sponsor.

Do what most of us have to do.Save your money by living on a strict budget.When you have enough money for the ticket and expences ,go!

Since you are in labor visa category, you are not entitled for the entry visa on airport, upon arrival. I would suggest you to contact the Emirates airlines office, they will assist you to obtain a transit visa. It would be more easy and economical way.
