If it works at 4x, then just use 4x. Usually burning at a lower speed increases the reliabilty of the disk anyways. I burn all my CDs and DVDs on the lowest speed because some of the disks I burned on high speeds had errors, that I later found out in the future.

Some reasons for your situation include:

1) bad/low quality disks. All disks are not made equal
2) slow harddrive, so it cannot keep up with the burning speed.
3) slow computer, or a slow drive.

Usually it's just because your computer cannot keep up with the high transfer rate of data. Low quality drives can also cause more problems too.

Some cd's aren't meant to be written any faster than 4x. Take a look at the package or the disc itself, and determine what the maximum burning or writing speed is for your particular disc. Most discs today promote at least a 16x writing speed, but yours could be an exception.
If this isn't the case, and your discs are compatible for a faster burn, then maybe you should examine the program you are using to burn with, and then experiment with another to see if you get better results.

Depends on how much RAM you have oftentimes. Or the capabilities of the CD-R drive.
Also, sometimes how cheap the discs are.
My first choice would be to increase your RAM. Some CD-R/RW drives use a lot of it.
Or just stay with the slower speed writing.
