tilt steering wheel feature. alowing you to adjust the steering wheel position.

I would think it was not the steering tilt feature, but that there was a bed lift - to create something akin to a dump truck. These are not common, but they are around.

May also be a tilt tray hydraulically controlled to raise the tray much like a dump truck.
