Swamp cooler will make it cooler but humid. A/C will keep it cool.Try a portable a/c unit and find a way to vent it to outside.

A portable air conditioner still needs an exhaust/window to release the hot air. So if you have a window that you can run a small hose to but can't put a window unit into, they are a good option.
Swamp coolers are good if you live in area with low humidity otherwise you'll be aggravating the issue.

Try one of those stand up systems that swivels and is about $30-40. You get what you pay for in my estimation of using one like this. Even tho we don't have many humid days in the So Cal area, I think a swamp cooler would only do that for you, Make the room cooler but also sticky...but that's my opinion. I would either get a ceiling fan or 2 if you're allowed or if it's affordable and have someone install it proper or get a couple good quality fans.
