If the cameras are positioned on your property and not aimed directly in the neighbors windows, then yes, its legal to do so. There is no expectation of privacy on a public street, or the front lawn out front of the street.
The issue gets a little more tricky however if there is some sort of barrier (ie, fenced in backyard), then it could be considered an invasion of privacy.
Think of it this way. Whatever you are seeing on your camera, if you can stand in the public street and see the same thing, then it is legal.

As far as I know it's not.Cell phones afterall are everywhere and people take pictures some at private moments they the victims would just as soon keep private. They can be a good thing when used for good intentions or... We live in a world today when privacy is at risk because of all these marvels that are out there. No one is safe from personnel invasion of privacy ...

Not usually. Surveilance cameras in your house can not be positioned to observe the people across the street in their own homes. You can not record the neighbor's midnight swim in their pool without their permission.
Privacy is expected and should be given to your neighbors; unless they are doing something illegal. Then you can report it to police; but don't record it.

as long as it is outside and not pointed into their windows and invading their privacy. You expect privacy in your home, when outside you cannot expect privacy. I have mine set up to watch my gate and i can see the yard and front of my neighbors house and hear all thats going on out there.
