How do you pass a bill?

I live in a canyon with a lot of wildlife, including burros. There is a bill being passed that would allow the city of Moreno Valley to remve all burros from the canyon and put them in a zoo. I want to stop it, I like having burros in my backyard! How would you stop the bill? I have sent an E-mail to the assemblyman already, what else can I do?

Put the burros in your back yard, call them dogs, and the City will never know.

Seriously, you need to gather the majority of the voters to your side.

It depends on your state.

Some states (in their state constitution) allow for citizen voter initiatives, either to force a bill to the legislature, or to put a referndum directly on the next ballot.

Some do not, and only a legislator can introduce a bill.

Either way, after that, it all comes down to popular support.
