Most banks have a notary on staff to witness loan agreements and title transfers. Other people in your community may also have the certification to be a notary, check with lawyers, and pharmacists to see if they have the capacity.

To become a public notary, you must get a license and that requires the support of a number of people in the community stating they believe in your fairness and accuracy as a witness to legal signings.
