I'm sure they wouldn't want to. I love America but there is no reason their country would want to become just a state? That is why Canada doesn't want to become the 51st state of the United States. At least, that is one of the reasons, probably.
Canada has its own government and they are a Neutral country when it comes to wars. I can't see any reason why they would want to join a country that enters into wars.
Don't misunderstand me, I wouldn't go to any other country than the one I am a proud citizen of and that is our United States of America. I love our country and am very loyal and true to the United States.

Be lead by George W. Bush? No thanks! We have an awesome government, great health care system, awesome schools, and low crime. I love the US but I would never want to be part of it. I am proud to be Canadian.
