It depends on how dark the hair on her legs is. The darker it is, the earlier, but never before age 10. If she is involved in sports or activities that show her legs a lot, you might want to start around 10, but take hints from other girls. Are a lot of other girls shaving? Perhaps it is time for your daughter to start, because if you wait too long people will pick on her.
Try to start her shaving when the weather is cooler incase she knicks herself a lot at first. Also, electric razors are better for first time shavers than the bic ones are.
I started shaving in the summer of 2002, and I hate it now. Before you start shaving, and right in the beginning it seems so cool but it gets real old real fast.

I'll say, between 12 and 14. Too soon is no good. The really do need to be mature and able to shave without hurting themselves too badly.

it all depends on the person. if you feel that the hair on your legs are starting to be more visible and well ....... embarrassing than thats the time you should start shaving. also if you feel your ready to and mature enough to handle it. example : if your going through puberty. but if your young it also just depends on your parents decision (mainly mom's decision). if she's fine with it than hey go for it. whatever makes you feel confident about your legs and how you want or prefer them to look.

well it matters how much hair u have if u don't have any then don't bother to shave but some people do it at the age of 13 it all depends on the person!!!!

when ever she starts getting hairy legs thats really noticable, not just the little pricky hairs but to where its noticable . then anyone no matter the age, should shave

All depends on when the girl is going thru puberty. My friends and I were doing it in the 4th grade.
