Legislation is the process of making general laws (statutes).
In the federal govt, Congress is the legislative branch, and makes the general prospective laws (called statutes)
The Judiciary branch also makes laws, through judicial holdings and binding precedent. But those are different types of laws, and can only be handed down relative to a specific case or a specific fact pattern/template.
In contrast, legislative statutes can be enacted without any particular reason, and can cover a much broader topic.
