Electronic systems in some cities have infra-red changers for emergency use only. Not all traffic lights are equipped with the receivers. If you buy or build a device that interferes with these lights, and you are not an authorized user, you are breaking the law, big time!

Here in New York the city buses have a traffic light "emmitter".
There are traffic light cameras that take pictures if you run a red light.
What the emitter does is hold the traffic light on yellow if the bus is stopped or approaching the intersection.

Yes, if the light is fitted for a MIRT (mobile infrared transmitter). However, it is illegal for people withouot the proper license to have a MIRT. They cost $400-500. You can use another traffic signal changer, but it does not actually give you control over the light. You can read all about it at the link below.

You can,and it's easy.Steal a cop car and use the flashing beacon (some lights here respond to that strobe and change to green in seconds) to get through traffic. Then spend the next 15 years of your life in prison gloating about how smart you are.

you can't do anything, they are hard wired, and set on timers. No such thing exists (in my area at least). Its all been calculated by groups of engineers who have proved that the light set up is the best set up possible for the conditions givien. The signals are then transfered though wires to each streetlight.
