I do... but in different ways in different situations.
a.) Sometimes when I say "I love you" its to a loved one and I love them dearly.
b.) Sometimes in social settings I say "I love you" to mean "Don't be mad when, for instance, I won that hand and took the pot from you or gave you a Draw Four card, it wasn't personal.
c.) Other times I might be heard to say, "I love you too" which could convey something unpleasant just happened to me... and I meant it!

Yes, why else would I say it?! I don't say it that much but when I do, I say it to people who I truly love and I mean it.
