You can control the stretch of your t-shirt (or any other neckband that's double layer).

Use elastic thread and a tapestry needle. You can slip the tapestry needle between the layers of the band without having to cut any holes.

Use the needle to lead the elastic all the way around, then bring the needle back out the same place it went in, and tie a square knot in the elastic after adjusting it. Leave about an inch "tails" after the knot. Stretch a bit, and the knot & tails will go inside.

If the band is puckered right after you do this, it will probably recover when you wash and dry it, or you can steam it.

If it's a simple t with the round neck, there is a way to sort of fix it. it won't look as good as before, but it won't look as awful as it does now. If you can find someone who sews, they might be able to thread some elastic into the neckline. Cut the elastic the length you want the neck to be, cut a tiny hole into the shirt's collar, thread the elastic through, sew the ends of the elastic together and sew the little hole shut. That will tighten up the neck.

No, there is no way to make the collor of a tee shirt smaller, after you have streched to material.
That is why when you use hangers you should put the tee shirt on a hanger from the bottom of the tee shirt. When you want to wear a tee shirt you let or help the hanger fall out the bottom of the shirt.
