The Real ID Act does not create a national ID card.
This is one of those annoying urban legends that will not die.
Try reading the actual text of the law.

The Real ID Act establishes minimum requirements for what the federal agencies will accept as a verifiable ID, and requires the states to comply with those requirements when issuing state IDs, and to provide (to a central federal database) copies of all personal data used to get those state-issued ID .
