they r sucking in smoke ... thats bad

the phlegm being brought up by the cilia. Smoke makes the cells lining the windpipes produce a lot of mucus. The cilia try to move it out but they are not working as well so coughing is heavier in the morning but the mucus is being constantly moved up the throat, so coughing it up and out continues all day.

Icky residue in the lungs and trachea from smoking and detroying the aveoli in the lungs (they can't get enough oxygen).
