melting electrical solder into lead bullets?

Question

my brother recently got a box of solder, organic core, rosin core, and flux core. only thing is, he got it with the intent to give it to my grandparents to melt it into bullets, which i think could be hazarous, and i was wondering, could anyone get hurt by doing this? its just its a 50lbs of solder spools and it looks like its being wasted on something that could harm someone, what should i do?
by harm, i mean the fumes from the cores and stuff.

I think you're supposed to use lead...trying something else could be bad.
