Drowning.

It's not the pain associated with dying that's bad. It's the terror.

I picture dying in a fire as a desperate struggle, where I might actually be able to save myself, even at the cost of great pain. And if I can't, at least I won't feel anything after a few moments, due to the third degree burns killing my nerve endings. And once my lungs are scorched by the hot air, I'll lose consciousness very quickly.

On the other hand, the way I see drowning is as an inevitable death. Perhaps the water creeps slowly into a small space where you're trapped. Or you run out of air in your SCUBA tank while cave diving. Or you're just alone in the middle of the ocean, trying to stay afloat. When drowning comes at you, it stalks you openly, and there's not much you can do to escape it. It's the knowlege that you're going to die, and you probably have a good idea of how many more minutes you've got, and you're helpless to stop it, that's terrifying.

Of course, you could go for the worst of both worlds, and die by drowning in a vat of boiling water.

Drown because it's always the same. However fire is different. What if fire didn't go up to vital organ but burn through your muscles and to bones? I'm not gonna to say it's painfree, but the psychology of watch it will be really sickening. Plus you'll be stuck with smelling your own flesh being burn and smokes will be rush into your eyes or nose. It can take long time for a person to die from burning, depend on situtation.

As for drown, you usually slowly lose your consicous which isn't painful at all, in fact it's somewhat relaxing feeling.
