I wasn't going to answer this until I read LAC's answer, and it was so full of inaccuracies I had to....
First of all, North Carolina is beautiful. It's clean, has tons of parks and greenspaces, great friendly people and a Democratic governor....yes, it's probably more liberal than California as a whole.
LAC commented on the difference being California's coastline. Well. North Carolina has over 300 miles of coastline with beautiful white sand beaches and dunes.
The Outer Banks are amazing.
Another newsflash, the mountains of North Carolina are extensive. There are the Appalachians, the Blue Ridge, Smoky and Black Mountain ranges. Mt Mitchell, in the Black Mountains, is the tallest in the eastern US at 6700 ft. There are ski resorts, like Beech Mountain and Sugar Mountain, that have some pretty decent verticals for skiing. There's rafting, hiking, climbing, biking opportunities galore.
In between the mountains and coast is the Piedmont, which is where most of the population lives and where the best cities are, (besides Asheville, which is in the mountains and best overall in the state right now) Here you'll find Raleigh, Durham, Chapel Hill, Greensboro, Winston-Salem and Charlotte. Charlotte is the largest, Raleigh is second and the state capitol. For overall livability,
in my mind, Raleigh/Durham/Chapel Hill rules...especially Durham. It's in the middle of that metro area and has some really great affordable neighborhoods.
He also mentioned nothing to do because everyone is religious and everything is closed on Sunday....what???
Maybe the last time he visited was in 1973, but it's a bit different now.
CNN/Money and others (Outside Magazine and Forbes) has ranked Raleigh, Durham, Charlotte and Asheville as top places to live in the US over the past 5-7 years. The criteria were real estate costs, job availability, crime rates, culture and the arts, education, etc. Rest assured that it wasn't because they were religious places with nothing to do. And no smack meant for California, but I'm not seeing many results in any of the Best Places lists. Good Luck!

California definitely has more to see and do and variety in desert, lakes, beaches, mountains and more sunshine year round to enjoy it all. I am native born here and grew up with the freedom to ride motorcycles everywhere you can't do that in the Carolinas. Cally is getting pretty expensive and overcrowded though.
Carolina has pines. It is beautiful and the people are way more hospitable and social. It is surrounded by civil war history monuments and everywhere is private property. The people make it a nice place but it's limited on what to see and do. It is part of the Bible belt so their bad people are actually pretty clean compared to the bad people in California. Lots of places close early if open at all on Sundays. If you don't do church I'm not sure how social life will be aside from school. Cold winters.

palms down, Wilmington, NC!!! North Carolina is between the excellent (and maximum underrated) states! do not get me incorrect, Boston is attractive! I loved the North East. yet NC stole my heart. Wilmington is attractive. And has some spectacular seashores. Plus its with in 3 hours of each of the significant cities in NC, even Charlotte. And Myrtle coastline isn't a ways away in any respect.

In terms of what?
Cost of living? NC is WAY cheaper than CA in terms of real estate. Weather? Cali wins - you have to go looking for snow or ice - except when they get the torrential rains.
If you were more specific as to what terms you want to know about "better", I'd be able to offer more.
