How about when the pet isn't wearing a collar, and the owners didn't keep him confined so that he couldn't run out into the road and get killed?

I have NO clue. If I ever hit a cat or a dog I would take the dog to a vet right away and call the owners if the animal had a tag. And I would pay for the costs. I think its sick that someone could hit a poor innocent animal and leave it there to die.

I'm sorry for your loss.
It's mainly because people don't know how to react, or they just don't care.
My puppy got hit a few years back, the man didn't stop but another did just after him to make sure everything was okay. He helped me bring him to a vet which was just a few yards away, but the pup didn't make it. I miss that little bugger.

Angela, If it was your pet I am sorry for your loss.
It could either be one or the other..
1. It could have been that that particular individual did not realise that they hit a pet or that they did and they have no conscience whatsoever....

Why is the pet in the road anyway? Animals can be dangerous...and stopping to check for tags might make you road kill too.

The same way people can hit PEOPLE and not stop to tell someone. People are strange. Not all of us are heartless though.
