Steel is from an entirely different comic publisher. The Silver Surfer was Norrin Radd of Zenn La before he became the Silver Surfer. While no race is assigned, they use the same fleshtones they use for caucasions whenever depicting him in his Norrin Radd persona. There are many black heroes in Marvel, Closest to "Steel" would be Cardiac, a bionicly enhanced Dr with a mad on for corporate corruption because his brother died even though a medicine that would have saved him existed, it just wasn't cost effective.

Norrin Radd was 'white' Yes, you’re thinking of Steel. Norrin Radd was some alien race from another planet. They never showed a lighter-skinned race than his on Zenn-La, so it is easy to suppose that he must be ‘caucasian’. But if there were some very pale people there, they might sneer at him as being ‘dark’. Just because it’s an alien planet with an advanced scientific society, doesn’t mean they don’t have such things.

According to the Silver Surfer Website and Wikipedia, the Silver Surfer was never depicted as a race, and he had no dual identity.
The only color the Silver Surfer is...is silver.

Since he was from like a diffrent planet he was like sopose to be blue or sumthin like that but he was white before he turned into the silver surfer
