I think that when it is time for marriage you will know it in your heart. When you feel that you love someone so much that you could spend every day of the rest of your life with them, then it is time to get married. You know it is time for marriage when you wake up every morning loving that person even more than the day before.

Be in a relationship for a absolute minimum of a year. Though personally I wouldn't till after a few years. Otherwise you don't really know if your compatible. I hate to say "you just know", but from friends who I've seen get married, everyone and their mother (sometimes literally) knew it was coming.
Also it's a good idea to check up on the less romantic things. If you haven't had sex then STDs. And what their finical situation is, since once you're married their finical problems (bad credit, debts) become your finical problems.

After age 18, do not invest more than 2 - 3 yrs. into a relationship without marriage unless you are going to college.
Do not have kids out of wedlock..
Get a good Pre-Nup..
Do not marry anyone with behavior or personality problems
as they only get worse after marriage..
Marriage is a huge long term investment..
Investigate your husband before marriage, make it a smart investment....Credit Check, Previous marriages or kids,
Job future, stability, Medical insurance etc. etc..

The general rule written by all psychologists, agree that nothing should be done, changed, or seriously involved with anyone for at least 1 year. Major surgery takes a year for our bodies to heal properly. 1 year is the minimum for our hearts and minds to heal as well. This is assuming that the question is following a divorce, breakup or death. Otherwise...when you are mature emotionally and ready to commit yourself to be with someone for a lifetime. Only you can answer that one.

It's time when you are sure you were meant for each other and you want to spend the rest of your life with that person. There are no guarantees, but if you have a good solid relationship filled with love, respect, trust and honest I think you have a great chance.
