No !.........the kiddie pool is made of vinyl/plastic and is quite toxic to fish.
Spend the extra money and buy some EPDM. No toxicity to the fish.......

yes you can, but it is kind of to shallow for them so the water will get to warm and warm water holds less oxygen the cooler water does, also all the other bi-product from the fish and the braking down of dissolved chemicals in the water will be much higher too.
plus the plastic gives off chemicals that will not let the fish live to long..but If you want to do this for a short period of time to see if you like this type of pound..that may be the best way to go..and when you know if you want it..

then go do it the right way with the proper liner..
