If all else fails, try some SMALL tie-wraps that you can cut off after assembly.

Many brush holders will have a small hole in them so you can insert a pin when you pull the brushes back. A good example is an auto starter motor. The 2 small holes in the endplate are for this pupose. If this is not the case with yours, you should remove the brushes, and install them after the commutator. Brushes do not need sanding, as they wear in and conform quickly. Never use sandpaper on the commutator. The grit can get embedded, causing premature wear and arcing. Use a commutator cleaner.

You don't want them to be held in! That makes a possibility of destroying the brushes and or commutator. Mark/match mark the location of all reusable parts. Release the spring clips, remove the brushes by loosening the grounding wire bolts and then remove the brush rigging.. would be the way I would handle it. After your commutator is installed and set, then put your brush rigging back in, checking your end play and clearances. Then put sand paper back in and sand your brushes in their original spots(if they are the sandable type) to make them conform to the new commutator conex shape. Then lift the brushes again and remove the sand paper and vacuum out and clean the commutator and box and then install the brushes finally in their original spots.
