Have a party for him and have it made up with a local policeman you know on or off duty to come by to arrest him for unpaid parking tickets. (Hopefully he doesn't have any).
It can go all the way up to his being hand cuffed to take out the door.

My sister's b-day is also April 1st.
She likes to go into bars to get free birthday drinks and likes messing with them that it is her b-day and not a prank.
I like the cakes you see on Funniest Home Videos where they rig the frosting to blow up when the person goes to blow out the candles.
