Mix together 1 cup of Plaster of Paris with 1 cup of water.
Add color to your mixture using powdered tempera paint.
Blend well and let stand for a few minutes.
Pour your mixture into the molds you chose.
Set aside and let dry completely.
Once dry you can remove your chalk from the mold.
Set it aside to dry for approximately 24 hours more.
Take your chalk create fun masterpieces!

The second way is intriguing... never heard of making chalk from ground eggshells and flour but makes sense perhaps since chalk consists mostly of calcium carbonate from the shells of ancient marine invertebrates.

The first way given above will make really fun "chalk" (can make marbled or layered colors, for example) and it's quick and easy. However... be aware that chalk made from plaster (gypsum --crystalline calcium sulfate), won't erase/dissolve nearly as easily or quickly from sidewalks as real chalk will (not sure why though since plaster is made from gypsum too... perhaps it's just softer for some reason so more of it gets onto a surface when drawing?).
