These exist, but aren't widely manufactured. Mostly, they are bulletproof pad inserts that are positioned into pockets in strategic areas, such as the example you cited.
Loggers up here in Canada have kevlar inserts to protect their thighs from chainsaws. A friend of mine had his logging pants customized to protect his "jewels" but this item makes walking very difficult as it is bulky.

Because people with guns usually aim for the chest as it has a larger area and so more chance of hitting!
Secodnly, being shot in the 'family jewels' will most certainly not kill you, so why woulf they aim for there.
Thirdly, bullet proof pants would constrict movement no? imagine running with pillows strapped to your legs...

I guess it's because most people are shooting at the body when they shoot to harm someone; it's the biggest target, and the most deadly other than the head. The family jewels are probably not high on the list of targets :-)

They do, called Ballistic. (not bulletproof, they are, just not called it)
They are padded. Swat teams use them

They have them but the padding is to thick for you to move whale using them.
