It is neither currently. It is a state (actualy country) in civil war.

Sadly, there is so much sectarian hatred and conflict that the country simply is not ready to be any sort of democracy.

Democracy -- in any form whether pure (polyarchal) or democratic republic -- requires everyone be willing to live with the decisions of the majority. We can barely do that here in the US, and we've had 230 years of practice.

It is a free state, ruled by a puppet government and occupied by a foreign military while in the midst of a civil war.

It's still a free state. If it was a pure military state you would have fewer problems.
