You do not need an illustrator. Submit your completed, polished children's manuscript to children's book publishers (you might consider getting an agent first) and if they should publish your book, they have a stable of children's book illustrators and artists which they match up with authors.

Authors dont select thier illustrators. If the manuscript is accepted for development - an illustrator is assigned to you. Pax -C.

You can try a local art school---many students and sometimes teachers will probably be glad to work for credit.
