Hard to tell.You see obviously when circumcised you can feel the actual "head" of the penis,while with a circumcised you wouldn't be able to fell ultimate hardness.Recent studies have also claimed that when non-circumcised penis' obtain an erection they cannot stretch as far as the head would like because of the skin over it inhibiting it.So guessing I would say yes.

Having experienced both, I think a circumcised penis feels harder.

No, for the most part they get equally hard during an erection. Although, there have been a few studies that says circumcision might actually make it less hard during an erection, especially if it's an adult circumcision; it's hard to tell how credible these studies are.

They both get hard the same. But because of reduced sensation, many circumcised guys can't get enough stimulation from normal intercourse to ejaculate and have to finish "by hand," leaving their woman unhappy and feeling inadequate.
