the angle of white sun light reflecting back to your eyes -- the water acts as a prism and the sky is blue (mostly blue nitrogen) and the ocean water does have algae (green)

Pure water is clear.

Green ocean water gets its color from the stuff floating around in it(plankton, sediment, fish crap etc)

The Ocean appears blue for the same reason the sky does. The water refracts the light from the sun and filters out most colors(mainly red). The color of the sky also reflects off of the water too.

water reflects the sky, so on nice days, lakes, reservoirs and the ocean are blue. not so when stormy. please do not swim in green water.
