There's lots of info, lessons and examples of making masks (from papier mache, plaster strips to fit one's face exactly, on various kinds of forms --removable and left in-- including other masks) on this page of my site*:
http://glassattic.com/polymer/heads_masks.htm
There are also a number of links to other examples, etc., on that page that might give you ideas of how to paint or embellish you mask.

Part of which kinds of materials and forms you'd use would also depend on the size you're supposed to make (life-size? or smaller?)... how close they were supposed to be to real facial proportions... and whether "traditional papier mache" was insisted on (and how that's defined --for example, using those blue "shop towels" --from automotive depts-- that come on a roll like paper towels instead of using newspaper can make the work go much faster, and also give a stronger result with fewer layers --they're also soaked with thinned white glue just like newspaper).

*my site is mostly about polymer clay so some of the lessons and examples may involve polymer clay on the mask, as the mask, etc.... just ignore those parts and substitute something else for the clay

Make paper mache and the put it all over half a balloon and then pop it when the mache is done drying, that should work. If the mask is for wearing size the balloon for your face.
Good Luck!

Take a ballon
blow it up
take pieces of newspaper and some thick liquid glue
cover the pieces of newpaper with glue
put them on the balloon until it is covered(put a few layers)
wait a day or two for it to dry and then pop the ballon
then just decorate and paint it!
