First, check your spelling.
If you are describing something that has been categorized, the titles should start with an upper case and be either in italics or in quotation marks.
Thus:
The second category is called "Scheduled Tribes".
I have no idea what 'scheduled tribes' might mean, but presumably you do, and if that's what you choose to call the second category, it doesn't have to be meaningful to anyone else.

The second scheduled category is called Tribes.
scheduled describes the category not "Tribes".

Because If you're going to capitalize Tribes you have to capitalize Scheduled as well.
