Stump grinder is the best bet, it is quick and you can grind it out five to six inches below the surface, otherwise it is a backhoe or dozer to push them over which will leave a nice sized hole...if you aren't in a hurry I've heard of people drilling holes in the stump and pouring draino in the holes. I have never tried this myself as we always grind them out so we don't have to keep mowing around them.....good luck.

Since the explosives may be difficult to come by legally, if you can afford it, a tree transplanter will do the job. For a lower price, a shovel, lever and fulcrum will do the job. Include a saw of some sort to cut through the roots. It will be back breaking work, but the pioneers managed quite nicely.
I have also heard of boring holes into the stump with a large diameter and long bit and then pouring gasoline into the holes and letting it soak into the stump. Once the stump is impregnated, it will burn quite nicely, leaving nothing but ash. You will likely need a fire permit for this method and someone is bound to raise pollution questions about the use of gasoline.

This is not a solution, but a friendly pointer. It depends on what type of tree it is. Some have broad, shallow roots while others have deep roots. They require different removal techniques. If you don't have any underground issues like sewage pipes, septic tanks, gas or water lines, find someone local with a back hoe, and dig it out. You are going to need a permit if you have any big conduits in near the area of that stump.

If you don't want to bother with grinders and backhoes, dig out and cut as much of the roots out with shovels and chainsaws. You can try to pull out the stump with a truck and some chains or nylon tow straps.

Why are you set against stump grinders? That is the right tool for the job. You could use a back hoe or you could soak it in kerosene,pile charcaol on top and smolder it to gound level.
