what is the message that the government of Canada is trying to share with other nations concerning global warming and the Kyoto Accord?

Have, to answer question with question: Is the answer - that people are hastening the destruction of the planet and that something must be done about it soonest? Canadian wildlife already disappearing, global warming, etc.
(And the U.S. - so far - being one of the 'hold-outs', refusing to sign-on to the Kyoto Accord!)

I think the message is that Canada agrees with the idea that climate change needs to be dealt with, but Canada is not about to kill its economy (which has been predicted to be 40% oil/gas related) to do so.
