can silver plated items tarnish like silver?

The key word here is silver. It doesn't matter whether it is just plated or solid silver will tarnish. So the answer is yes.

I do believe it is the SILVER plating that tarnishes

no only the pure metal can actually tarnish, electroplated gold and silver turn green when sweat or body oil mixes in with it
