Tough Question.
Well considering one of his songs is The Best Rapper Alive, it is reasonable to assume that the best rapper alive is Lil Wayne.
However personally I would have to say T.I. His most recent album, King, had amazing songs like What You Know, Why You Wanna, and Top Back. Other great songs by him include: Rubber Band Man, Bring Em Out, I'm Sprung (with T-pain), and Shoulder Lean (with Young Dro). I expect he will release many more hits in the future.

But in the end it's based on your own personal taste to decide.
