I only earned $3100 in IL before moving to another state but it turns out I owe $70 in taxes. Can I just keep my $70 and not file at all?

If you owe Illinois money, then you should file tax forms with Illinois. If they discover the error, they might come after you & you'd wind up owing more, because they will have added in fees and interest to the original amount.

Only if you want the State of Illinois eventually coming after you for it, probably after it grows to $300 or so with all of their penalties and interest and such.
