I tried on this dress and it fit until the zipper came up to where my bra was. Could the dress just be to small or could it be the bra?

The apex of your breast is used to drape clothing to the best fit. So If you are wearing a heavily padded bra, it will make a difference in the fit. If the dress still does not fit, try going up a size or two, you can always get a larger dress altered at a reasonable price. The alterations will probably even give you a more flattering fit, as they are customized rather than being made from a model form that does not acurately portray your bady shape.

the dress was probably too smal. If you will be eventually wearing a bra while wearing on the dress, you need them to be tried on at the same time. Bras actually can make your body look better if you are wearing the proper size and can make your clothing fit better. so it could be the dress, it could be the bra or it could be both.

It could be either, but if it's a closely-fitted dress, try it on without a bra. Your actual breasts can then be molded into the shape of the dress rather than the shape of the bra and there's nothing looks better in a fitted dress than your natural breast shape.

A brassiere, commonly referred to as a bra, /brɑ/) is an article of clothing that covers, supports, and elevates the breasts. The bra is considered a foundation garment, as well as an undergarment, because of its role in shaping the wearer's figure. It was originally developed in the late nineteenth and early twentieth centuries to replace the corset, and has now become, in many parts of the world, the most popular form of undergarment for the upper body, although camisoles and chemises are increasingly challenging this.
As a fashion statement, it is worn to present a certain image of femininity; it is typically designed to lift the breasts from their normal position, for a more youthful look or for enhancing décolletage. Designers usually aim at producing a garment that fulfils a practical role as well as making it look attractive.
As you see, the function of the bra is to support or help your clothes to look better. If you have perky breast, and not very big you might not wear a bra. Everything depends on the style of the dress you choose to wear. Just avoid transparent stuff in case you decide to go bra less!

One more thing. When you go to buy a dress for a party wear the bra or cups you are inteding to wear with it. Or nothing at all as you prefer.

Hope this helps!

Yes, it does esp if you are small chested. That little bit of padding can be a big difference on how the dress fits. If you can go without a bra, try, but if you prefer extra padding, or don't like to show nipple, then check out this website.
