You can test with a meter to see if your good. If you are changing what I have always done: Drain the radiator from the drain cock at the bottom, once it quits coming out of drain cock, I close it and add full strength coolant back in. This way is 50% to 70% coolant

If you asking about % of coolant to water:

Typicaly coolant should be a 50/50 mix with water. You can buy it pre-mixed at most auto parts stores.

If you asking about volume (how much):

That depends on the make and model of your car.

The easiest way would be to buy it pre-mixed, drain you system and fill it up.

All of it. You just fill it till it overflows. Air makes lousy coolant.
