Mario made his debut in the Atari game, Donkey Kong. It was a couple of years later when Luigi make his debut in Mario Bros.

Nintendo repeatedly refers to Luigi as being the younger, more inexperienced and less sure brother. He calls Mario his "big bro" in Super Mario RPG, there are endless references to him being the second banana in the DS game, the movie talks about Mario bringing up Luigi as they were both orphans. Although Luigi is taller (which is due to the character sprite in Doki Doki Panic which he replaced in Super Mario 2 being taller), he is definitely the younger one.

I think Luigi has been referred to as "little bro" by Mario, but I can't remember where.
And yes, he DOES have a moustache.
