No, I don't think enough people apply it. I've been guilty of not applying it, myself.

I would interpret "Love Thy Neighbor" to mean that we should care about one another.

Sadly, I feel as tho not enough people apply the rule these days.

Love thy neighbor means that same thing as "Do unto others." This is the basic tenet of Judaism, Christianity and Islam. Basically, our purpose on Earth is to take care of one another, especially those less fortunate than ourselves.
Do enough people apply it? Of course not. It's a goal, an ideal, something we strive for.

I think it means to accept, respect, and love everyone around you. Even the people you disagree with, the people that have done you wrong, or that you just don't like. It applies to every person. You can't love some people and condemn the rest. I don't think nearly enough people apply this.

Do people apply it? I can't answer for all people, because it is impossible to group people like that, but I think it means you need to respect everyone as a person, not that you really have to LOVE everyone. I think many people apply it, but I also think many don't. Sorry I couldn't be more help

I would imagine it means to treat everyone with respect and the way that you would like to be treated. And no, not enough people apply that.
