the car coming from the side without parked cars. Unless the car on the parked side has already started the manouvre, and there are no spaces, before the other car came along

The car coming towards has right of way. The car who has to overtake the parked car usually pulls in behind to gave way to the oncoming vehicle.

As others have said, the car on it's own correct side of the road has ROW. However that's little consolation if you meet one of the 50% of drivers who think the rules are only for the other half. Always be prepared to give way to avoid a collision. The "50%" can often be identified by their vehicle. (white van, bus &c., or simply a bigger vehicle!)

A car in the on-coming lane of traffic have right-of-way...you would need to wait for the moving traffic in the opposing lane to clear before proceeding past the parked vehicles.

The car that is driving in its proper lane has the right of way.
If a car has to cross over the center line than it must give right of way to the oncoming traffic

No such thing as "right of way". As long as there is sufficient space to allow vehicles to pass safely then it is incumbent on both drivers to be safety aware.
The painting of a white line does not bestow any rights of ownership on half of the width of the road.

Certainly NOT the car crossing over the median. Doesn't matter who gets there first. If you cross the median you are at fault. The other guy has the ROW

i do all the time as i have a sign in my car that i rule the road lol xx


it depends if the parked car is on yr side u ave to wait for them if it the other way round they ave to wait for u and remember no road rage lol x x

If the obstruction is on your side, you must yield to oncoming traffic. Otherwise you can be charged.
Having said that, most insurance will settle claims on a fifty-fifty basis for 'middle of the road' collisions, or weight it slightly against you, ie, sixty-forty liability, or seventy-thirty.

going over the median is not legal, nor is parking cars blocking a road. neither
